Analysis
Children Si Fire is produced by the month-stem and meets a moving line — clear weather. The Zeng Shan Bu Yi says: "Children are sun, moon, and stars; when they move, sun reaches everywhere."
Why then the image of clouds? First, Children Si Fire enters the Storehouse on the day-stem, and the moving line transforms into the Storehouse; second, the Wife/Wealth line in the hexagram is Earth, and Earth dies in spring — Wife/Wealth is weak, the image of heavy mist.
Actual outcome
The forecast was sun but with much cloud — and so it indeed turned out.
