Analysis
Parents, Brothers, and Children lines are all moving. Parents Chen Earth moves and transforms into Si Fire that produces back, but Chen and Si are in Empty Decade in the Jia-Wu cycle and cannot restrain Children — so the next four days bring no rain.
By 9 August, Chen and Si leave Empty; Children is restrained, so rain is certain — no drought. The 10th brings rain (the line meets day and month at thriving phase); the 11th and 12th bring rain because Brothers You Metal meets the month-stem and moves to produce Water.
Actual outcome
There was no drought at all. The author noted on his desk calendar: rain certain on 9, 10, 11, 12 August. In the event, the 9th, 10th, and 11th brought continuous light rain, sometimes moderate.
